Empire

When I was in Bath a few weeks ago I also went to visit the Roman Baths. This was mainly out of general interest but whilst there I done a couple of sketches. These were more just as a drawing exercise than for anything in particular. However since then I have had thoughts about the whole Empire thing, what it may have been like to have been living in those times. For some reason the baths brought to mind the term - the land of milk and honey. Probably as this refers to lands full of wealth such as Rome itself during the period of the Roman Empire. I have thought about Empire's in general the British, Egyptian and Persian to name a few. These have lead me to start an idea for a story based around Empire, refugees. The story would be portrait by animals to open up interpretation. The first initial thoughts of the story and some characters I sketched are all shown below. The Roman Baths may be used and flow of milk but I am unsure how the whole thing will fit together yet. My main issue is how to tell the story i.e. who would the main character be, what perspective would the story be told.
The shortened version of the main idea is that the animals have to feed the machine honey (honey badger) who represents empire on an island within the forest. Those in control of the badger send out the honey bear thief's to other parts of the forest to cause distractions and steal their honey. The bear drops his eyepiece which cause a fire when the sunrises. The fire spreads through the forest, the animals try to escape onto the island but the won't let them in. They fear for their jobs, disease, no room or enough food for everyone. The bees hear of this, they stop going to the island. As the island demises the rest of the forest begins to grow again. The badger eventually dies.
